Very good debate gentleman! So, to conclude, do you think that the 97 base with a vac will work or not? I don't see how because I would be like Doby said- manifold vac. which is different than what come out of a 94......

The carb may do its job of delivering fuel and air to the combustion chambers just fine, but the distributor advance won't work right. I suppose you could put weaker advance springs in the distributor, but you'd have to play around with various springs to get it right. This isn't an easy job with a Loadamatic distributor. The advance springs are not easy to get to.
