Default Attached thumbnail vs. attached image

I've been meaning to ask this question on the HAMB, but never got "a round tuit". I'll try asking here, before it gets too crowded. (and to up my thread count )

Why do my pictures sometimes attach as "attached thumbnails" (which can be enlarged by clicking on the picture) and sometimes as "attached images" (which cannot be enlarged)? I think that I'm doing it the same way each time. Is there something that I can do to control which way it attaches?

If the image is smaller than our typical thumbnail size (175 by 175), then it is posted as a thumbnail. If it's larger, it gets clicked to blow up.
