Column drop backet help

I thought this was a 40 pickup column bracket but the holes don’t like up with my dash. I can always drill a new hole so it’s more of curiosity. There is part number on the back but couldn’t find anything on a search. The main issue I’m having is the center shaft that locks and unlocks the steering and switch is stuck. Any tricks on getting this out?
