Default Horn Button and Spark Lever

I have a rattle that gets loud just before shifting from 2nd to third coming from the steering column. I suspect the spark & throttle lever rods. I need to get in there and was wondering if someone could tell me how to remove the horn button and light switch so I could remove the steering wheel, spark and throttle levers to install a felt part to stop the rattling.

While I am at it what do you do when the spark lever won't stay in its detents. It has a tendency to always slip down to the full advance position. Seems they are a little worn and was wondering if there is a fix. DO you replace the levers with repo's. Are the repo's any good?

loosen the bail at light switch at bottom of column,pull switch down,remove u clip from light switch actuator and then pull light switch rod out from steering wheel.I suspect the detents are badly worn and the arms,possibly the springs on the rods lost some tension over the years. I would file the detents to make them sharper and replace springs and rods.
