Default 1935 Front Fenders

New to the ford barn and need some help identifying additional holes in fenders i was supplied for a restoration. I have never seen anything on 35 front fenders located in this position,( normally just the headlight and horn mounting holes) i know that some aftermarket marker lights might have been installed but the additional holes appear to have been punched in the fenders and not drilled and are extremely accurate in rt and left fenders.there is no sign of sheet metal screws installed in the holes. Anyone know of any OEM part that would have been located here. Any help would be appreciated.
