Default 46 Ford VIN

I recently sold a '46 Ford Deluxe V8 2dr sdn to a man in Washington.
With the exception of a 8BA engine in lieu of a 59AB, the car was dead stock in very nice condition.
The VIN/Serial number stamped into the frame and on the transmission is;
99A-76xxxx, the title and registration also has the 99A number..
Here's the problem.. According to published vehicle ID sources, a '46 Ford Deluxe V8 is supposed to have a serial number of 69A-650380 to 1412707.
The state of Washington will not accept the 99A numbers on the car and paperwork.
Is the serial number an anomaly, wherein a Ford employee inverted the number 9 stamp, thereby making it a 6, or is the 99A number something intended for export, ????
Any help in this matter would be greatly appreciated...

The 99A prefix is correct as far as I know. That is based on the engine series, the 239 V8, and the year was not directly noted in the '46 number directly...the actual serial places it in the particular year between 1939 and 1948 the engine was built, and your serial's numerical section is correct for 1946.
69A is the car's model designation, translating into 1946 (6) 239 (9 series) Ford passenger car (A), but this was NOT part of the car's serial number.
Ford added a year digit at the front in 1947 and 1948, starting the serial 799A and 899A on Ford passenger car.
Your serial is entirely correct. The Van Pelt site may help convince your clerk...

The engine swap is irrelevant here, as the car's original number was stamped on the trans case at the Rouge plant and then copied on frame at the assembly line.

the vin number on my 46 coupe starts with 99a.

Ford 6 - 90hp Model #6GA Serial Numbers 1GA-227,524 to 1GA- 326,417
Mercury V8 - 100hp Model #69M Serial Numbers 99A-650,280 to 99A-1,412,709
Lincoln V12 Model #66H Serial Numbers H-136,255 to H-152,839

All 1946 100hp cars are going to have a 99A-XXXXXX Serial Number.

I live in Washington Sate and own a 46 coupe. On the paperwork from the state is shows a VIN of 99Axxxx

Above posts are correct. No '6' used in 46. And a '7' was added in 47. Among other common sources, this info is also listed in Motor Manuals of the era. Most any of us could copy the appropriate page for you.
(And as with all things Ford, I'm sure someone can come up with an exception.)
(Your buyer might try a different clerk, or, be armed with the appropriate reference material.)

now I'm confused. my 46 vin which starts with 99 had a six cyl. in it. all mounts appeared to be original

don't have engine or trans anymore. gave it to a well known ford car builder in Dorchester, N.H.

My 46 delux Tudor had 99a996zxxx
Numbers too, both on frame and trans
On frame near steering gear mount for Lh drive

The number can be found on top of the left frame rail. It's located anywhere from the steering box mount and the front crossmember. Most of the ones I have found have been next to the front crossmember.
