Default Fuel sediment bowl

I am restoring a 1931 Tudor that was partially disassembled. There was the fuel shut off valve in the box of parts. In reviewing online photos of 31 firewalls some show fuel sediment bowls and some don,t. Was a fuel sediment standard?

They all had a sediment bowl, the later 31 with the fuel shutoff under the hood had the sediment bowl attached to the carburetor
