Default speedo drive problem

I'm putting the finishing touches on the rear end and went to bolt my speedo drive to the bottom of the torque tube and the new bolts I got for it won't draw down tight. I ran a thread cleaner down through it without issue. How long should the two bolts be? they are about 1 inch long and it doesn't look like they go into the tube by more than a few threads? I'm thinking the bolts aren't sized right. Any thoughts?

Repro caps tend to need additional gaskets to keep them farther away from the shaft to prevent smashing the drive gear against it and causing failure. I'll bet it would help with your bolt length problem also.
