Default Ford Highland Park Badge: Mystery Prefix!

On a Ford employee badge from the old Highland Park Plant, what does "FD" used as a badge number prefix mean?

I've heard two suggestions so far, but neither seems very likely. The first suggestion was Ford Division. I don't think so; in its 1910-1927 heyday, the Highland Park Plant was THE Ford Motor company, and there were no individual divisions.

Another suggestion was Fire Department. It seems that virtually all of the Highland Park badges for sale online today carry the FD designation, and I'm hard pressed to think that the plant's fire department could have been that big.

Any ideas, Ford Barn fans and Ford Barn readers?
