Default '31 Gas tank clamps

What are the clamps in the picture holding together? Are they holding the quarter panel to the tank?

The gas tank clamps hold the flange on the edge of the gas tank to the flange on the cowl. They are important, don't fail to use them. 28-29 models used 5 clamps on each side and 30-31s used 2 on each side.

They also hold the beaded weather seal that is sandwiched at the same flange.
