Default 56 Wagon water leaks from 1/4 Trim Parklane

The Parklane has upper chrome strips on the quarter top. Removing the interior trim, its apparent they leak water inside the car.

Question 1: what is the proper method to seal them, washers from the outside on the 1/4 studs?

Q2: Should there be drain holes at the bottom of the quarter panels?

3m strip caulk around the studs if possible on the outside if not inside before washer not a bad idea not sure if they had them from factory

New wrinkle, there are two 3/8nuts I can't get to from the inside of the car for the outside trim next to the quarter windows. There is a trough that you can see on the inside for the windows. This trough partially hides the two nuts, the others clear. One nut wasn't put back on but somehow the last person put one on. The opening for the nuts on the inside is through eyelits and a quarter inch or hand quarter inch with 3/8 works great. There is a 2 side metal strengthening shield with the eyelits that prevents easy access to the nuts. I use packing grease to hold on the nuts I removed that aren't hindered by the window trough.
Any type of tool for this? Anyone familiar with this situation? Cut out the metal strengthening for the two nuts?

Regrets not getting back, lots of activity lately but here is an update:

The Parklane has a lot of chrome/aluminum trim that sets it apart. The trim just below the quarter sliding and stationary window trim is giving me trouble removing it. A previous owner installed all the bolted on trim without sealant at the studs/nuts. In some areas one can see daylight! Inside the rear compartment with the interior panels off, I'm removing the nuts, no washers (!), and applying butyl. Back to the upper trim, I discovered JB weld was applied on one stud, each side, so removing it is not possible without ruining it. I've been able to apply sealant to the other studs and nuts. My plan is just to try and seal the bad studs from the inside....
I don't understand why some rebuilders cut corners...I'm taking stuff back apart again, I open up one can and find......
