Default Rubber in the original mounts

On original motor mounts would the three bolts , nuts, and spacer tubes be tightened ( tight ) to squeeze it together on the frame or is it just gingerly tightened up so the nut comes up to the cotter pin hole on the bolts ?
I have them gingerly tighten up but i am wondering if this is incorrect.

The spacers are there so that you tighten the bolts to the correct spacing.
