Default Frame identification problem

I have run into a hard ass CHP Vehicle inspector. Although every part of my car, including the engine number, puts it as a 1921. Block cast 7-2-21 vin 5130623 puts it as July 1921. It has the pressed steel running board brackets instead of forged steel. The problem with him is how do I know that frame is a 1921? He wants to see some sort of factory information that will tell him my frame is 1921. Is there any available?
TIA

Hey Chris on the passenger side of my 26 Fordor below the floorboard and just ahead of the center crossmember are numbers that match my motor.

There should be 5130623 some were below the floorboards, soapstone helps when looking for frame/motor numbers.

I would have to say that was how it was for a 21, they might be on the driver side depending on the location of assembly. Let us know how you make out, Scott

What is TIA?

Ford didn't start adding numbers to the frame till the 1926 model year. California does have some rules as I recall reading on the MTFCA forum for even earlier cars, re a number stamped on the frame.

You can get a range of when they used that frame, but you won’t get an exact year.
You can copy the section out of Bruce McAlleys (spelling) book that covers frames.
You need to find a CHP that’s older than 12yrs. Old.
Calif. likes a frame number but they used to know that these cars went off engine numbers.
They like either a frame number or a body number. When neither is present they will do a “CA” tag assigning it a new number.
