Default Spark Advance and Throttle Levers very tight.

I could not even move these two levers at first.
I disconnected the rods from them under the hood. The rods themselves are free to move easily when not connected to the lower steering column.
I lubricated the levers where they go into the steering column with a penetrating oil. I can move them now but they are still very stiff in moving.
Is there a trick or another area to lubricate them that I'm not seeing?
Are these two levers supposed to be basically lose and their movement held by the serrations on the lower bracket and spring tension on the lower steering column? That seems to me how they should be.

My 28 was the same way. I just kept oiling the top steering column bushing and it freed up little by little as I drove the car.

Check the mechanism that bolts to the back of the motor near the firewall. You stated the levers move freely with the rods disconnected. I have had these rusted up. Oil hole in two places, I believe. Make sure the spring is not broken.

Actually the rods under the hood move freely when disconnected. The levers are very tight/stiff. I've lubed them at the steering column many times. They do move now but it almost takes both hands to move them. If I need to remove them, how do they come out?
It looks like I would unscrew the bottom spring area and slide them out the top once the steering wheel is removed.

The forged arm on the bottom of the rod is pinned in place. You need to locat the pin and grind off the end, then drive the pin out.
