So what happens if you go get your vin on the title changed to the number on the frame and someone with your original motor in another car is using that for his vin....does it flag his vehicle as stolen because he has your engine that is supposed to be in your frame?

Ohio requires an inspection for any car bought out if state. Since a lot of model a's titles do not match the engine number my dad tends to not buy model a's from out of state just for this reason. The slant windshield we just bought has a 29 engine number in the car but the title reads a late 31. Since the engine is being rebuilt its getting stamped with the title number to be easy for the next guy.
