Default rear bumper is not level

In order to make the rear bumper level, I need to put a wood block where the bracket is bolted to the frame. What is wrong?

Did you check the 3/8" bolts that bolt to the top of the crossmember? You have 3 locations where the bracket bolts on. You shouldn't need to block or shim to get the correct bumper height. Most likely you have a bent bracket?

your rear bumper iron should perpendicular with the frame. so if your frame is not level the bumper irons will be off to. that being said, you either you have the wrong irons and or they are bent.

Thanks all of you for your ideas.

Dennis: yes the bolts to the cross member are in one of the photos. I can't see anything wrong with them.
Bent bracket, that's my thought too, but how can it be bent, it's flatter the other way. If the bracket has had an accident and become bent, it should be bent "sideways" not "up/downwise"
