Default Fuel Tank

Cleaning fuel tank on 31 coupe. On the bottom of the interior of the tank there is a flat 4 '' x 1/2" device. It lays flat and appears to go through the bottom of the tank and is oriented perpendicular to the tank . It has a 1/4 " hole in the the rear, pointing to the back of the tank and is attached to the bottom of the tank.
When I insert a probe up through the cut off valve, the probe is not visible and must be behind a baffle . What is the device on the bottom ?
Can't get a light and a camera in there at the same time .

After checking my other tank the device appears to be a device for plugging a leak.
