Default Drilling frame holes for side mount tires

I discovered (too late) that my 31 Roadster with side mount front fenders was never intended for spare tires up there. There are no holes drilled in the frame for the brackets - they are center punched for drilling but I can't get my angle drill in to drill the holes.
Any suggestions short of taking the splash aprons off ?

Take the aprons off so you can do a good job. This will also allow you to mount the bracket and then make an alignment fixture to drill the holes as was just authored by Don Turley in the latest edition of the Model A News. With the apron(s) off you can also do a good job of drilling/punching the hole for the arm.

I thought all 31 frames were drilled for SM,s.My 30 cpe has center punched holes & the 31 S/W sedan has the drilled holes,but no SM,s.
