Thanks cmbrucew. I failed to mention that I did also take the lid off the carb and put gas in the float - without success. Does the carb provide suction to the fuel pump or does the pump push the fuel on its own?

The pump , if the diaphragm is sealing properly should squirt fuel out of the carb. fuel line.
Remove at the carb and place the end of the fuel line in a clear bottle. Crank the engine a few revs and see if it pumps gas into the bottle. This will help you to determine if the pump is pumping.
