Get a Hemming's Motor News at the library and look in the "Services Offered" section. Many vendors there.

Actually, I did browse the internet some time ago for "auto instrument restoration", and a long list popped up. But one of them I picked was a list of at least two dozen businesses that work in the industry.
Many of the names are pretty popular among antique auto enthusiasts, such as:
Bobs Speedometer, Williamsons, Instrument Services Inc, and many others.
I looked at several of their websites (links are provided on the list).
Saw some very impressive before-and-after photos of their instrument restorations.
My recommendation is Williamsons, but many others are good at the cosmetic restoration also. Call and tell them what you need to make sure they can accommodate your desires.
There are also a few of the businesses that own a huge inventory of used antique gauges, clocks and other instruments, in case they need parts for restoration, or to replace a really bad unit.
