If you look at a modern "torque spec" chart for SAE bolts, you'll find that 150ft-lbs is fairly low for that size fitting. Like Grade 5 low (3 marks)
See http://www.engineersedge.com/torque_table_sae_ftlbs.htm Keep in mind that lubrication has a BIG influence in how much torque is translated into tension in the bolt. And it is tension that you want. I usually lubricate pretty well with a high pressure lubricant - like STP - and torque on the lower side for it's size. I was instructing someone on a field expedient technique to "turn down" a defective axle thread and re-threading to the next smaller size. I recommended good lubricant and I think about 90 ft-lbs. Shims are not a fix for worn hubs and axles. A little valve lapping compound and some elbow grease go a longway in helping to fit these parts togather. They will stay tight when fit right. After lapping hubs to axle shims would be fine but only if needed.
