Installing Dash Board in '32 3w Coupe

What is a good way to hold the threaded offset receivers in place when doing install of front belt rail or dash board? I assume they might need some slight movement for screw alignment.

You don't need to hold them in place in the notches in the cowl. You attach them loosely with their screws through the holes in the front lip of the belt rail and drop the belt rail down on the cowl so that the threaded bars fall behind the notches in the cowl. As you progressively tighten the screws the raised portion of the threaded bars fit into the cowl notches and center themselves. There is virtually no side-to-side movement of the dash in the process of tightening the screws.

I have a Brookville 3w coupe in progress and the notched refered to are made so deep into the screen reveal that any water that makes its way past the opening screen seal has free reign (pun intended!) to get inside the car.

Is this as Henry intended?

I've been contemplating filling these notches and drilling to suit the existing dash mounting holes and using something else to fix the dash (eg self tappers, nutserts, weld nuts, captive nuts or something). Anyone done this or have any thoughts or comments?
