I don't know about Pa. laws, here in NY you can use old plates but you can not paint them. If you need to redo yours, restore them as original as possible. Mums the word.

True about NY requiring original plates only. Everyone I know sends the pictures of the old plates to the DMV for approval and paints them when they get their registration.
