Default 40 Ford inner fender bumpers

There are two holes in the lower edge of the inner apron fender panels. One on each side of the cutout for the brake line. Does a bumper go in both holes? I thought I read that one hole is for a bolt. The bumper kits have 4 rubber bumpers. What is correct? Thanks

Without goin out to the shop and looking at my wagon, I think one had a bolt and one had a bumper. Is there a hole in the frame that lines up with one of the holes? Keep in mind there could be early/late differences. My wagon is a very late 40. Also, are these inner fender panels from this car? 39s are different in front but will bolt to the fender.
Maybe Kube will clear this up.

Both of my 40s have bumpers in both holes.

Some frames had a caged nut behind one of the holes. With these frames, obviously, a bolt, flat washer and lock washer were utilized.
I don't recall at this moment if this was an early or later design feature and would have to check my notes before commenting on the timing.

Mine is an early. It does have a hole in the frame in front of the brake line bracket. That is what confused me.

if a bolt was installed, a small square piece of anti squeak material was placed between the fender pan and frame.
The pad was about 1 1/4" x 2 1/2". It is very similar ot modern duck cloth - available at any fabric store.
