Default Trico Viper Motor SSR 1-1

Bought one advertised as NOS but shouldn't I be able to rotate the vane manually? Uh-Oh, seems to be stuck. Now what?

Not familiar with all the Trico W motors but my friend Ray who has a load of them for sale sprays WD-40 in the vacuum connection to lubricate the vanes. Good luck.
