Default "Rules" for crossbar-style rear bumper

I sometimes see cars with a crossbar-style rear bumper, i.e., one that goes all the way across like the front bumper. They naturally appear only on cars with side-mount spares. But they also appear mostly on cars with luggage racks, and I don't recall seeing one on a 28-29 model. The service bulletins from Mar. '28 tell dealers how to install the full-width rear bumper, so obviously it was an option from the beginning.

Does anyone have a sense of the unofficial "rules" for which cars tend to have the full-width rear bumper? Am I correct that 100% of them are either dealer-installed or aftermarket? Are certain years or body styles more likely to have them?

I believe it didn't start until the 31's. My tudor w/dual sidemounts had one.

Here are two coupes and two roadsters I found on Google Image search that are unmistakably '30 and have the full-width rear bumper. Note that all of them also have luggage racks, and at least three have dual taillights and step plates (i.e., heavily accessorized).

Here's the service bulletin from Mar. 1928 (p. 230) saying how to make the swap. But I still haven't seen it on a '28 or '29 car. Maybe the shape of the 28/29 front bumper looks too weird when you put it on the back.
