CLR as paint stripper?
I've had this pair of California plates hanging in the garage for years, a nice matched set, but not DMV clear. I decided to clean them up a bit, see if I could bring the color back a bit. I'd heard about using CLR to remove rust & dirt, so I got a bottle & soaked the one plate for a couple of hours. It almost completely stripped the paint on the front, just cleaned the back.

Since they are just wall hangars I would use spray cans and do it myself. Paint the yellow first and let it dry. Use lacquer. Paint the black with enamel. When the black is almost dry rub it off the letters with a thinner moistened rag. When you get a price to have them done professionally you will understand why I suggested this approach.

how i would do it is paint the blue first let that dry and spray a cloth like a old pillow case you have stretched on some card board and press the plate on to the yellow. a sign painter may have a set up for painting embossed signs.
