Default Speedo Gear Drive Exchange

Have changed out a 21 tooth unit,turtle, with a 19 tooth unit turtle to raise speedo mph readings. Too low.

Can an 18 tooth gear be exchanged into to 19 tooth housing?
Or do I require an 18 tooth housing?

Although the 18t housing would have the "18" mark on it, I believe the two housings are the same size inside and out.
