Default radiator shell 1930 and bolt liner question

The stainless radiator shell is held on by two pan head screws on each side with square nuts and lock washers toward the engine compartment I think. So that implies that the bolt heads are outside of the liner material that is held by split rivets.

Yet some books say brown oval hood liner goes over the screws, meaning it would have to come off each time which makes no sense to me. It looks like there is an indent so maybe if screws are outside they suck in when tightened enough to not hit the hood.

I am trying for a car that is close to original in official judging so would like advice on what was original or recommended.

It does not need to come off as you can move the welt aside to remove the screws. Yes it can be a bear but is doable.

This implies the screws are to be under the liner which would provide the most smooth surface for the hood and visibility. Since mine is all off the car, I plan to put the screw heads in their holes and rivet the liner over them. That way I can have a smooth liner on the outside, and to install it I can just scoot it over to hold the screw head and tighten the nuts behind. Thanks for the idea

Screws don't really have to be removed, webbing holds them satisfactorily after removal and nuts and washers can go on,tidy, tidy.
