Default trico wiper engine

I am restoring my Trico wiper motor on my 1937 Ford and I have a question about how the wiper shaft is supposed to be attached to the paddle? If you look at the attached pictures you can see that mine is kinda loose. Is this the way it should be? The arm is just hooked up into the paddel, and it is possible to move it around...
