Default 2 Tooth Steering Rebuild/Adjustment

I have rebuilt a 2 tooth steering box replacing the worm, sector and sector housing. The steering shaft moves throughout its range quite nicely with the front wheels off the ground. When I put the front wheels down and move the wheel or when driving the car the steering is feeling a bit stiff.
Any thoughts?

It's not power steering. You have to have the car moving to be able to turn the wheels with the least amount of effort.

As James said, it's not a good idea to try turning the wheels, unless the car is moving.
Also make sure the bearings are supporting the load, so the spindles aren't rubbing on the axle. I understand the new bearings are thinner, so shims are used to make sure the bearings are thick enough to support the load. With the weight on the front tires, grab the bearings and try to turn them. If you can turn them then they aren't supporting the load.

What'd you use for lube?? Tire pressure??

That has not been my experience. If you set it up according to either Les Andrews or the Ford Service Bulletins, and put 600W in the box, and have 35# of air in the tires, you should be good to go.
