Original NOS ones do show up on ebay from time to time, may be less cost than the repair.

I have an old Seagrave fire engine that had its enameled grille emblem damaged. Since these do not show up on eBay from time to time, I had it restored. I don't remember specifically who did the work, but I found them in Hemmings Motor News and I think they were located in Ohio. It took about a month and cost $450, and this was 15 years ago. They did do a beautiful job.

Googling "cloisonne restoration" yielded a few hits. There is one from the "AACA" restoration board that may be on point.
