Post Clutch pedal adjustment for "play"

Am new owner of restored 1928 Model A Roadster. Clutch pedal has no play and I need to adjust to approximately 1-inch free play. Les Andrews Volume I (page 2-8) states placing "...small hydraulic jack under the clutch actuating arm." Does this mean under the "arm" itself as in his accompanying drawing on page 2-8? Or on the housing that surrounds the arm? And how does one know if the arm is raised enough to "...relieve tension on the pedal clevis rod?"
