Default brake cross shaft

tried to set brake cross shaft arms in the middle but one arm is tilted forward and the other arm is tilted back. nothing is loose or seems worn. is this normal?. having hard time setting brake rods

If you have the 3 piece 28 center brake shaft perhaps your 2 outside shafts are on the wrong sides.
