Default Hub cap fit

The car I am working on (Sept. '28) had early '28 wheels for the left hand brake set up. They did not seat against the drums. I now have the correct wheels. The issue is, when I mount the wheel on the brake drum, the axle end pushes the hubcap off. Same later hubcaps, which fit fine before. Drum is where it belongs against the backing plate. Brakes work great, everything is cool, except the hubcaps. What is going on?

Early 28’s had a different hubcap from the later 28/29 hubcaps.
Is this happening on just the fronts or rears? If fronts, there are different front hubs, between early and later production. Hope this helps. Jeff

No dust caps, and the later '28-29 hubcaps. This is on the back of the car. The fronts are on and fit fine.

I'm thinking of cutting off the end of the axle just past the cotter key. That would gain me about a quarter of an inch. Seems like a crude fix.
