Default Horn Brush Holders

My horn wants to honk continuously. The external wiring checks out, but there is a short to ground from the terminals. This goes away when I remove the brush holders. My brush holder screws have a fiber washer under the head and a larger one between the frame and the brush holder. There isn't anything there to keep the shank of the screw from contacting the ID of the hole in the frame. Looking at the parts suppliers' online catalogs, I don't see that there is an isolator for the ID of the hole in the frame. I thought I might try to centralize the screw in the hole, but that doesn't seem like it was the factory solution.

Am I barking up the wrong tree? Any suggestions?

I looked again and the fiber washer between one of the brush holders and the frame was missing. I dug an other out of my stash of fiber washers, switched to nylon 8-32 screws and it is fine now. I adjusted the horn and I can now go terrorize the neighborhood with a stream of AHOOGAs.
