Default 1933 radiator bolt question?

Hello, I am replacing fender bolts and welting on my 33 coupe, my next question is, how much do you tighten the radiator spring bolts? They have a little pad that goes under the radiator, above the splash shield, then the springs, and a castle nut. Do you finger tighten until castle nut will fit cotter pin holes? OR???????

If the pads are new and the bolts are fine thread [ as they should be ] I go with 3 turns past contact .

Pads will settle some .
