Default 1941-1942? Oil Pan

From a "raised/lowered deck" deck engine here is an oil pan with factory installed port for an oil return line. This has not been drilled out so when did they start doing this? Paint is very thick with a red primer underneath, all Ford factory? Have seen posts here before about parts going through tanks and drip dry at paint so is this an original or someone's bad work?

Checked again and there is a small hole at the bottom inside of that fitting like you said! Now how about the runny paint job?
