Question 1937 Panel truck Cab Mount question

I have repaired the cowl on my Panel truck. I noticed the front right cab was resting on the frame. The left side has a pad under it. Not sure if someone added this . I added one to the right side but haven't tightened the bolts. can anyone help with this? Are pads supposed to be there or does the cab rest on the frame?

It should have a pad to isolate and prevent squeaking.
