It may now be wedged or somehow stuck in the slip ring and require removing the generator to fix it.

Recently I had the same problem, turned out that the wire off of the output stud got hooked on one of the fields, I got an old button hook and snagged the wire and in two minutes I could adjust the brush down to "0".

When the cars were new, did the driver push the brush down when he was going to drive at night as a regular routine or did the brush just get left there all the time?

Good question.

If you read the Ford Service Bulletins, they advise the dealer to adjust the charging amps up in the fall, prior to cold weather and more night driving. They advise them to adjust the rate back down in the spring. It was not adjusted on something like a daily frequency.

I had the same issue last year with my 3rd bush ring has a metal spur and rust. Here's a few video I made of what I found....

I suppose you could remove the end plate and see if you can figure out whats wrong, but, it only takes a couple minutes to have the generator on the bench.

Have solved my problem. I took a screw driver and carefully with a
Hammer tapped it back. Did not tap against the Brush assembly
But on the edge on a metal part
