Default What is the spring and turn knob for on the bottom of the Zenith

The other day I saw for my first time an indented firewall shutoff with a side bowl on a Zenith-2.

What is the spring and the turn knob used for at the bottom of the sidebowl that goes into the carb?

Perhaps to drain water or crud from the bowl?

It is the cast iron sediment bowl that got moved from the firewall to the carb body. I think that is correct.
