Default Control rods

As I reassemble my repaired steering tube I need some guidance about the control rods, -- the long ones inside the tube. Are the spark and gas rods the same, ie are they interchangeable? As I put everything together with the levers all the way up--in the start position-- the rod ends were both sticking straight up. about 1/4" from touching. Is this correct?

I could be wrong but I think the spark lever (the one in the engine bay at the end of the control rod) is supposed to be positioned with the ball pointing down, while the throttle lever has the ball pointing up. This is something I've also wondered about; I don't think the RG&JS shows a "correct" position for those levers.

The balls are in the correct position--spark down, gas up. I'm concerned about the 2" long ends which are pinned to the rods.
