Seal the openings, fill little more then 1/2 way, soak, flip and soak some more.

Heavy rust, put in rocks and strap to the front of a cement mixer and run it.

Substitute ICE for the rocks. You will get the same results and you won't have to fish out all the rocks when you are done.

How does the 5 pounds of rock all get behind the baffles, ...and then when they do, how do you get all of them out? I cannot begin to tell you how many we have opened to find 5 lbs of trapped debris (nuts, bolts, rocks etc.)

Brent is spot on
Anything short of opening it up will be worse down the road.
Get that tank painted and in the car and start getting a clogged fuel system and u will wish you did just what is described
Heed the advice!

Have I missed something? Is the OP all the information we get for this quiz????? Is the tank out of the car? Is there a large rust hole in the tank ? Is the rust a minor external stain track? Is the rust clogging the fuel system? Or are simply rust particles visible in a glass sediment bowl? You guys seem to have firm answers to the question before I've even got sufficient data to hazard an opinion!!!

Too wordy to read the whole thing, but I think I understand.

I'd still try the liquid rust remover first.
I will never line a tank with any product.
I took my 1950 Studebaker gas tank out today because it has liner coming loose and plugging up the fuel line. I made it home the last 35 miles by putting a 5 gallon gas can in the front seat and running a hose to the fuel pump. This was while on an all day Model A tour this past Saturday. Lucky I had the gas can, as it saved me from a 2 or 3 hundred dollar tow to get home.

Brent. I was sure that you of all people would have realized that the rocks and cement mixer was a joke. In any case I have always believed your philosophy to open them up is the right way to go. Wayne

Brent-
Once opened, and rust removed, and any repairs made, what do you coat the surfaces with?

Actually, the rocks are not a joke! There is a process of tumbling with roughly pea gravel sized stones put in side and it does have some, repeat some, merit. However, it is not a cure and gets rid of some of the larger scale but the rust issue is still there and coming back.
I cut them open like Brent. The best way is to cut the top off as pictured. After carefully welding back together (tig best, mig will work), test it for leaks and weld up small weeps around the welds. Then slosh with a compound. Right now, someone will have to tell me the better slosh as I have not had to do one in 5-8 years.Products have morphed.
