There were 3 different front fender used in 1928. The difference is in the flat area where the rear of the hood shelf is located. The early fender had a 7" wide flat area, the next iteration had a 5 3/4" flat area and the final version had a 3 1/8" flat area. Steve Plucker wrote up a document showing and describing the different fenders.

Maybe Steve or someone else can post some pictures of the fenders.
