Default One more tire paint question

I'm starting to see fine point cars with Goodyear tires that have a visible stripe painted on the side. I know the firestones have the red stripe, but I thought the JS stated that the silver stripe on goodyears were not visible. Am I reading something wrong? I thought maybe it was just reflections in mafcas magazine but then I saw some at Hershey in person with a very noticible stripe painted on them.

Area 22 of the Restoration Guidelines and Judging Standards rev 2011 added info on tires to include new info, read it on page 22-3 Revised 2011
