There is a very good article in " The Service Bulletins " on adjusting the 2 tooth steering gear.

Its much easier if the steering gear is out of the car to get a fine adjustment.

Without moving the pitman arm, how much play is in the steering wheel? There is no easy way to adjust the steering wheel play with the steering column in the car, and the steering box may need to be rebuilt. Before making any adjustments or removing the column, have someone from a Model A club in your area come and look at it. They can advise you, and might even help.
