The GAV on my tillotson refuses to turn?

Have you tried pliers on the rod of the GAV?
Once it's loose if you wish to investigate further you can disconnect it and unscrew it completely from the GAV housing... the brass GAV it may be bent.
best case secenario it gets loose and is OK , 2 nd best you need to replace the brass GAV. 3 rd case you need to replace GAV and housing. worse case you need to replace GAV housing and GAV seat ( if your carb has one )

The GAV inside your car? Or the GAV in the carburetor? When I had a Tillotson it started to turn hard and I soaked the needle in the housing at the carburetor with some penetrating oil and it was much easier to turn.

Have you had it apart? If the needle is screwed too far into the assembly when it is screwed into the carburetor housing, it will bind up.
