How many tubes across is a 30/31 core ?

Were they round tubes like a 28 or oval ?

30/31 had oval tubes, 3 rows 102 tubes for passenger cars,
4 rows 136 oval tubes for commercial radiators.

OK, my next question is, did the factory put an extra tube on each side that were not used, just to fill in the shell shape ?

Yes there are cores that are not connected to the tanks.
