Default Front Brake Issues

Let me start with I bought this chassis and it had been outside and the front
Brake Adjusting Wedges were frozen. I took apart the front hubs and cleaned
and lubed everything.
I did not take the brake adjusting wedge out or take the dust cap off. On the
drivers side I am able to adjust the brake to work. On the other side
it seems that the brake adjusting wedge bottoms out and the tire keeps
turning and very little drag.Will not lock up. So I am thinking to replace
Brake adjusting wedge operating pin, operating Wedge.
Is there anything that I am missing? I will try to load some pic. Not sure
how to.

If the wedge is bottoming out a longer pin (or pills) will not help.
If the sides of the wedge are worn to narrow or the rollers are not round, the brakes would not expand out far enough.
If the rollers did not turn while expanding the parts might be worn.
Are the tops expanding?

Yes the top is expanding. Also the actuator is out about 28 degrees. Other
side is 15. So I guess some new parts are in order.

Before you start throwing new parts at this you need to find out what
the problem is. How much lining is left on the shoes? Have you measured
the drums to see how much oversize they are?
