Re the two hole positions, see Service Bulletin subject no 2458 page 11 dated Sept. 15, 1939.
"Fig 2 illustrates the cross shaft adopted during 1933. In this cross shaft and all cross shafts used since then a hard and a soft pedal adjustment is provided"

Quick update, First, BIG Shout out to Floyd, Second, my dimensions (from faulty memory) listed in post # 18 above are incorrect, Third, ordered Item # 2NCL5, Mfr. Model # RFI-1418-24, Inside Dia. 7/8 in, Outside Dia. 1 1/8 in, Length, 1 1/2 in, from Grainger, $11.80 / pkg. of 5. One cross shaft rebuilt, second on the way. I will first accept the dummy of the year award if Fred at "barnfind" has these NOS. Of course I should have checked with him , everybody knows that, but being a dope I did not. The important part of the post is to help people sort out and solve problems. The plastic bushings will certainly do that with a no friction solution and with a compliant material that will help eliminate vibration transmission (at least some) from the brake system. Now we need to find out if Fred has these bushings.
The last point is most important- Without rebuilding/rebushing this part, you do not have properly functioning mechanical brakes. Like in a steering system, it is all or nothing.
